USC School Board has indicated $200,000 as the “likely” hard and soft costs of the IB program and they decided to eliminate it for fiscal prudence reasons. The truth about IB is that according to the school administration,  cost of IB at USC is $85,355.

Let’s understand the impact of this “cost reduction” of eliminating the IB program in Upper St. Clair on USC residents’ taxes.


Total Assessed Value - Residential: $1,417,482,290 (85.86%)

Total Assessed Value - Non-Residential: $233,477,450 (14.14%)

Approximate Number of Residences: 7,100

Effect of $1MM Reduction in SD Budget on Residential Taxpayers = $1,000,000 x 85.86% = $858,600 divided by 7,100 = $120.93/yr = $10.08/mo

Post Federal Income Tax - Net of Deduction (assuming Married Filing Jointly with a Marginal Rate of 25%) = $90.70/yr = $7.56/mo


Average effect per household, using School Board Estimate of $200,000 as the cost of IB

Effect of $200K Reduction = 20% of above; i.e., $24.19/yr and $2.02/mo

Post Federal Income Tax - Net of Deduction (same assumption) = $18.14/yr and $1.51/mo


Average effect per household, using School District figure of $85,355 as the cost of IB

Effect of $85,355 Reduction = 8.5355% of above; i.e., $10.32/yr and $0.86/mo

Post Federal Income Tax - Net of Deduction (same assumption) = $7.74/yr and $0.65/mo


So the average per capita tax burden due to the IB program ranges from $1.51 a month to $0.65 per month, depending on who you believe.

IB program in Upper St. Clair benefits more that 785 students from grades 1 to 12. This is around 20% of the student population.

So, residents of the Upper St. Clair – “Are you not willing to spend less than $2 per month to help 785+ students directly and all students indirectly through school reputation?”
